L'attaque n'a pas été revendiquée mais a été saluée par le mouvement islamiste palestinien Hamas, au pouvoir dans la bande de Gaza. [...]
Alors qu'on assiste depuis un an à un essor des violences menées par des assaillants isolés, notamment à Jérusalem et en Cisjordanie [...], M. Netanyahu a fustigé mardi l'Autorité palestinienne, qui siège à Ramallah. "Le fait que jusqu'à maintenant, l'Autorité palestinienne n'ait pas condamné les attaques ne devrait pas seulement nous alerter nous, mais également toute la communauté internationale", a-t-il dit avant de rencontrer le ministre italien des Affaires étrangères Paolo Gentiloni. "Welcome to Israel,
You seem to have gotten lost. Perhaps you meant to sail to a place not far from here – Syria, where Assad’s army is slaughtering its people every day, and is supported by the murderous Iranian regime.
Here in Israel we face a reality in which terrorist organizations like Hamas try to kill innocent civilians. We defend our citizens against these attempts in accordance with international law.
Despite this, Israel transports goods and humanitarian aid into the Gaza Strip – up to 800 trucks a day. In the past year we enabled the entry of over 1.6 million tons of products, an average of one ton per person in the Gaza Strip. By the way, these supplies are equivalent to 500,000 boats like the one you came in on today. Israel provides assistance to hundreds of humanitarian projects through international organizations, including the building of clinics and hospitals.
However, we will not allow the terrorist organizations to transfer weapons into the Gaza Strip by sea. Only one year ago, we thwarted an attempt to smuggle hundreds of weapons into the Gaza Strip by ship. These weapons were meant to target innocent Israeli civilians.
There is no siege on the Gaza Strip, and you are welcome to transfer any humanitarian supplies for the Gaza Strip through Israel. Barring the entrance of boats and ships into the Gaza Strip is in accordance with international law, and was even backed by a committee commissioned by the United Nations Secretary General.
If you were truly concerned about human rights, you would not be sailing in support of a terrorist regime which summarily executes citizens in the Gaza Strip, and uses children as human shields.
If you were to travel around in Israel, you would see for yourself that the only stable democracy in the Middle East guarantees equality for all its citizens and freedom of worship for members of all religions; it is a country that upholds international law so that its people can live in safety and its children grow up in peace and quiet."

"Thank you, Mr. President. I am Geoffrey Corn, a Professor of Law and the U.S. Army’s former senior expert on the Law of Armed Conflict. I advised an independent JINSA-commissioned Task Force on the 2014 Gaza conflict.
I commend the Report’s recognition that all parties to armed conflict must implement and respect the Law of Armed Conflict. While objective critiques of military operations can contribute substantially to the understanding, implementation, and evolution of theLaw of Armed Conflict, findings and recommendations must derive from credible information, legal interpretation, and operational expertise. Otherwise, any critique risks distorting the essential balance between mitigating the suffering of armed conflict and the dictates of military necessity – one that has defined the law since its inception.
I believe the Report lacks this foundation. First, it treats questionable interpretations of this law as conclusive, and fails to apply the principle of distinction comprehensively. Specifically, it omits assessment of how an enemy’s systemic failure to distinguish himself from civilians, and deliberate exploitation of the perception of civilian status, impacts the reasonableness of attack judgments.
Second, the Report reflects common but invalid tendencies toward “effects based” condemnations of targeting judgments. Combat effects are relevant when considering compliance with the Law of Armed Conflict, but cannot substitute for recreating the context of attack decisions to determine whether they were reasonable. Limited access to operational information may make this process difficult, or even impossible, but does not justify substituting effects as the touchstone of legality.
Third, the Report is not based on credible military operational expertise. This is exacerbated by the tactical context of close combat in an urban environment against an enemy deliberately refusing to comply with its distinction obligation. The Report’s judgments regarding military advantage are attenuated from the true nature of military operations, therefore undermining the credibility of ultimate legality assessments.

The camp's closing ceremony, in which the campers paraded and danced in military garb with rifles, was attended by PA and Fatah officials, among them Nablus District Governor Akram Rajoub, Secretary of Fatah's Nablus branch Jihad Ramadan, and representatives of the PA National Security Forces. [Fatah-run Awdah TV, June 12, 2015] Using summer camps like this reinforces the PA and Fatah's message to adhere to violence as a means to "liberate Palestine," which Palestinian Media Watch has exposed numerous times.
An article in Al-Asima, a bi-weekly distributed with the official PA daily, likewise promoted this message. In the issue following Israel's Independence Day - what the Palestinians call the Nakba - "the catastrophe," each page of the supplement which dealt with the Nakba showed this image with the text: "The anniversary of the Nakba - What was taken by force, can only be restored by force." [Al-Asima, bi-weekly distributed with official PA daily, May 27, 2015] An article in the supplement used the following terms to refer to Israel: "the so-called 'Israel'", "the occupation state" ,"the Zionist entity".
After stating that "armies from Egypt, Jordan, Syria, Lebanon and Iraq, together with other Arab fighters and Palestinian fighters (68.000 Jihad fighters) opened an all-out war against the Zionist entity," it denoted the Israelis who defended themselves against this onslaught as "90,000 terrorists." Adding to the promotion of violence, Fatah last month posted on its Facebook page text mentioning "the weapon with which we will confront our Zionist enemy" together with an image of fighters from the Al-Aqsa Martyrs' Brigades with rifles and rockets [...]"

"On Monday night, a Palestinian terrorist attack targeted four young Israeli men in a car fired on while travelling from a basketball game in the Binyamin region of the West Bank. Three men were seriously wounded, while the fourth, Malachi Moshe Rosenberg, died of his wounds. The attack is believed to have been carried out by a Palestinian terror cell. It is the latest of several terrorist attacks, some deadly, that have taken place in the region since the beginning of the Muslim Ramadan, when Israeli security forces ease restrictions on Palestinian travel between the West Bank and Jerusalem.
A June 30th AFP article, "Shooting wounds four Israelis near West Bank settlement" includes the following "explanation" for the terrorist attacks: "A shooting near a Jewish settlement in the occupied West Bank wounded four Israelis .....West Bank settlements are considered illegal under international law and Israelis have been attacked previously in and around them, as well as in annexed east Jerusalem." This comes across disturbingly as AFP's attempt to legitimize/justify Palestinian terrorism and blame the victims."
