   "François Hollande a jugé mercredi en Conseil des ministres "inacceptables" les propos du guide suprême iranien, Ali Khamenei, selon lesquels Israël serait "voué à la disparition" et estimé qu'ils "compliquent la négociation" en cours sur le nucléaire, a rapporté la porte-parole du gouvernement, Najat Vallaud-Belkacem. "Les propos de Khamenei sont inacceptables et compliquent la négociation", a dit la porte-parole lors de son point presse hebdomadaire, assurant toutefois que la position de Paris dans cette négociation était "ferme mais pas fermée".
    Cette position de la France l'a "conduite à être très exigeante il y a une dizaine de jours à l'égard du texte en cours de négociation et à considérer que les conditions n'étaient pas suffisamment réunies pour aboutir à un texte", a ajouté Najat Vallaud-Belkacem. "Nous souhaitons évidemment que les négociations aboutissent", a assuré la porte-parole. "Nous voulons un accord sérieux, solide et qui donne toutes les garanties", a-t-elle précisé. "Donc, oui, les propos d'Ali Khamenei compliquent la négociation car ils sont inacceptables", a-t-elle martelé, ajoutant : "La balle est dans le camp de l'Iran d'une certaine façon aujourd'hui."
   "Les fondements du régime sioniste ont été affaiblis très fortement et il est voué à la disparition. Aucun phénomène imposé par la force ne peut durer", a déclaré mercredi Ali Khamenei, dont le discours était retransmis en direct par la télévision d'État. L'Iran ne reconnaît pas l'existence de l'État d'Israël et soutient les mouvements armés qui luttent contre lui."

    Depuis dix ans, la France a beaucoup investi dans ce domaine, en renseignement et en expertise technique. "Au Quai d'Orsay, le nucléaire iranien est une priorité du recrutement, on y met les meilleurs", souligne un diplomate. Au point d'attiser les rivalités entre les différentes directions, les "Moyen-Orientaux" s'offusquant d'être marginalisés au profit des "ayatollahs de la non-prolifération". "L'affaire iranienne symbolise la prise de pouvoir au Quai d'Orsay des affaires stratégiques au détriment des arabisants et des multilatéraux tiers-mondistes", résume un connaisseur de la maison.
    Autant d'arguments avancés pour expliquer l'opiniâtreté de la position française à laquelle s'ajoute aussi une alchimie personnelle. Dans les années 1980, Laurent Fabius est premier ministre lorsque Paris est frappé par des attentats. La piste iranienne est alors privilégiée. Il a "une mémoire pénible vis-à-vis de l'Iran", remarque un diplomate. Quoi qu'il en soit, la France a joué un rôle moteur dans ce débat. Dès 2003, dans la foulée de l'invasion américaine de l'Irak, "nous voulions montrer que l'on pouvait traiter le problème des armes de destruction massive autrement que par la guerre", se souvient l'un des premiers négociateurs.     Face à l'impasse des pourparlers et à la découverte du site militaire souterrain de Fordow, la France prend l'initiative d'élargir les sanctions, en 2011, pour frapper de plein fouet la machine économique iranienne : embargo sur les exportations de pétrole et gel des avoirs de la banque centrale à l'étranger. "Pendant huit ans, de 2005 à 2013, l'Iran n'a pas bougé d'un iota, assure un négociateur. Nous faisions du strip-tease pendant que les Iraniens regardaient ailleurs."
    Aujourd'hui, la France juge que sa fermeté a payé, l'effet des sanctions ayant poussé le régime de Téhéran à relancer les négociations. Mais, échaudés par dix ans de dialogue de sourds, les négociateurs français se méfient toujours de la "diplomatie du sourire" déployée par le président Rohani."

    Hamas’s Education Ministry, which functions independently from the PA ministry based in Ramallah, altered a subject called “patriotic education” taught in grades 8-10 at the start of the 2013 school year, introducing new schools books highlighting the Palestinian armed struggle with Israel. According to Professor Jamal Abu-Hashem, head of the committee that wrote the new school books, the purpose of “patriotic education” is to “develop the patriotic tendencies in the hearts of the students and make them prouder to belong to their nation.”
    The PA’s problem with Hamas’s textbooks is not the use of terms such as “jihad” or “resistance,” Jihad Zakarneh, director general of the Education Ministry, told Qatari news channel Al-Jazeera. School curricula, he noted, were meant to “defend the people’s right.” Rather, he stressed, the PA took issue with Hamas acting unilaterally in altering the curriculum taught in Gaza’s governmental school. “No change should be made in one part of the nation unless it’s through a professional committee that can judge the curriculum needs professionally and objectively,” Zakarneh said.    "[...] In the past few months, Egypt has severely curtailed the movement of people and goods through Rafah. Egypt has nearly stopped smuggling through the tunnels especially of fuel and construction materials.
    Israel started increasing the amount of construction materials into Gaza as a result of Egypt's crackdown, but then Hamas decided to use these materials to build tunnels meant to kidnap Israelis (a war crime.) As a result, Israel decided that it makes no sense to give Hamas materials that can be used to perform terror attacks. Israel still allows construction materials to enter Gaza for specific approved NGO projects, just as it did before.
    Hamas has also chosen not to spend its cash on fuel, and is holding Gazans hostage to their negotiations with the PA to get cheaper fuel. Israel is willing to sell whatever fuel is needed.
    During the year, Israel has worked closely with Gaza farmers to turn the export industry from one dependent on seasonal products like strawberries into a much more lucrative, year-round export industry of spices. Obviously, the price of spices per kilo is orders of magnitude higher than tomatoes. In October 2013, five truckloads of spices were exported, as opposed to zero in October 2012. That very well might explain why the number of trucks of exports have decreased, assuming it is true - the real question is how much those exports are worth.
    But the only party that gets "deplored" by the UN and Oxfam is - Israel. They don't have a bad word to say about the Hamas terror tunnels, nothing negative about Hamas' cynical use of its own people as pawns to pressure others to give it cheap energy, nothing at all to say about Egypt's closing Rafah, and nothing bad to say about Egypt protecting its security by enforcing restrictions on movement to Gaza.
    These NGOs swear up and down that they aren't biased against Israel, but their own words prove their one-sided view, day in and day out."

The bank's designation of Karan's salary as "terror money" comes after Deputy Defense Minister Danny Danon on Monday called for an end to international monetary aid to the PA until it stopped funding terror.
