"85% des Juifs français estiment que l'antisémitisme est un problème dans leur pays, contre 66% au niveau européen. Ils sont 88% à en dénoncer la hausse depuis 5 ans, contre 76% sur le reste du continent. Et 46% d'entre eux pensent même à émigrer, parce qu'ils ne se sentent plus en sécurité chez eux, contre 29% ailleurs.
Dans sa première étude comparative du genre, consultée en exclusivité par L'Express avant sa sortie, l'Agence européenne des droits fondamentaux (FRA), basée à Vienne, en Autriche, révèle une peur de l'antisémitisme en hausse dans toute l'Europe. Mais ce sont bien les Juifs de France qui semblent les plus inquiets pour leur avenir, la tuerie de Toulouse ayant renforcé leur sentiment d'insécurité.
"On nous demande de nous disperser rapidement à la sortie de la synagogue, répond, par exemple, une Française interrogée. D'ailleurs, on doit se protéger avec des forces spéciales de sécurité, or il me semble que ce n'est pas quelque chose qui est nécessaire à la sortie des églises, des temples ou des mosquées." [...]
"Ce rapport ne fait que confirmer ce que je ressens depuis quelques années, commente, accablé, Roger Cukierman, président du Conseil représentatif des Institutions juives de France (CRIF) et vice-président du Congrès juif mondial. Les Juifs se promènent à Londres ou à Berlin sans soucis, mais à Paris, les parents disent à leurs enfants de ne pas mettre de kipa dans le métro ou sur les Champs-Élysées."
Dans l'Hexagone, selon les personnes interrogées, les commentaires les plus fréquents effectués sur des Juifs par des non juifs sont : "Israël se comporte comme les nazis envers les Palestiniens" et "les Juifs ont trop de pouvoir en France (économie, médias, politique)".
Pour éviter d'être confrontés aux préjugés, 74% d'entre eux disent renoncer parfois à porter des signes distinctifs, tels que la kipa (contre 68% dans le reste de l'Europe). Plus grave, ils sont 10% à affirmer avoir déjà subit des violences physiques ou des menaces de violence (7% ailleurs). Les trois quarts des Juifs français estiment que le conflit israélo-arabe a un impact négatif sur leur vie quotidienne (contre 40% en Europe).
Quand on leur demande qui est responsable de cette montée de l'antisémitisme, les Juifs de France pointent d'abord les extrémistes musulmans (73%) et les militants d'extrême-gauche (67%), bien avant ceux d'extrême-droite (27%), un phénomène qui s'est inversé au fil des années. A titre de comparaison, "seuls" 56% des Juifs britanniques ou 48% des Juifs allemands se sentent menacés par les islamistes, alors que ces pays ont également une forte communauté musulmane.
De quoi faire réagir, car la FRA estime que ce nouveau sentiment d'insécurité des Juifs de France est tout sauf irrationnel : le nombre d'actes antisémites enregistré en France a presque doublé entre 2011 et 2012, principalement en réaction à l'assassinat de quatre personnes, à la sortie d'une école juive de Toulouse, en mars 2012, par l'islamiste Mohamed Merah.
Elle cite d'ailleurs un récent rapport de la LICRA : "loin de causer un électrochoc dans la société, pouvait-on y lire, ces meurtres, au contraire, ont été suivis de nombreux incidents ciblant les membres de la communauté juive et causés principalement par des jeunes, pour qui l'assassin était devenu un héros". "Prime Minister Benjamin Netanyahu and Palestinian Authority President Mahmoud Abbas expressed pessimism Monday, ahead of their Wednesday meetings with U.S. Secretary of State John Kerry, saying the peace talks between Israel and the Palestinians seem to be treading water.
"I see no real changes in the Palestinian position since 1993," Netanyahu said in Monday's Likud-Beytenu faction meeting, referring to the year in which the Oslo Accords were signed. Addressing a question by MK Tzipi Hotovely, the prime minister negated the possibility of promoting interim agreements, stressing that the current negotiations were focused on reaching a permanent peace deal with the Palestinian Authority.
Commenting on a statement by Meretz Chairwoman MK Zehava Gal-On, who hedged that the U.S. will present a draft agreement in January, which will include all the core issues and be based on the 1967 borders and land swaps, Netanyahu said that Israel would be willing to explore any suggestion that would maintain its security interests.
"If the Palestinians can't even meet the agreements reached so far -- we release prisoners but continue building [settlements] -- how can I be sure they will live up to the bigger issues, which their society is sure to find much more controversial? "On Wednesday, Prime Minister Benjamin Netanyahu told his old friend John Kerry in Jerusalem that he was concerned about the peace process, and asked the visiting US secretary of state to “steer [the Palestinians] back to a place where we could achieve the historical peace that we seek.” John Kerry quickly responded by lauding both sides’ “good faith,” and said he was “very confident” the negotiations would succeed.
But on Thursday, he loosened the diplomatic straitjacket, and we all got a much better look at what John Kerry really thinks about progress — and blame — in the new peace effort he worked so strenuously to revive a little over three months ago. He turned directly to the Israeli and Palestinian peoples and showed them rather more of his true colors. To the prime minister, it is safe to assume, they did not look particularly blue-and-white.
For the first time since he managed to restart the talks in July, Kerry dropped his statesman-like public impartiality, and clearly spoke from the heart — and what emerged were a series of accusations that amounted to a forceful slap in the face for Netanyahu. It was a rhetorical onslaught that the prime minister cannot have expected and one he will not quickly forget.
In an extremely unusual joint interview with Israel’s Channel 2 and the Palestinian Broadcasting Corporation, a very frustrated Kerry basically blamed the Israeli government for stealing the Palestinians’ land and the Israeli public for living in bubble that prevents them from caring much about it. If that wasn’t enough, he railed against the untenability of the Israel Defense Forces staying “perpetually” in the West Bank. In warning that a violent Palestinian leadership might supplant Mahmoud Abbas if there was not sufficient progress at the peace table, he appeared to come perilously close to empathizing with potential Palestinian aggression against Israel.
“If we do not resolve the issues between Palestinians and Israelis,” Kerry warned early in the interview, “if we do not find a way to find peace, there will be an increasing isolation of Israel [and an] increasing campaign of delegitimization of Israel.” “If we do not resolve the question of settlements,” he continued more dramatically, “and the question of who lives where and how and what rights they have; if we don’t end the presence of Israeli soldiers perpetually within the West Bank, then there will be an increasing feeling that if we cannot get peace with a leadership that is committed to non-violence, you may wind up with leadership that is committed to violence.”
He later elaborated, expressing apparently growing dismay over continued Israeli settlement expansion: “How, if you say you’re working for peace and you want peace, and a Palestine that is a whole Palestine that belongs to the people who live there, how can you say we’re planning to build in a place that will eventually be Palestine? So it sends a message that perhaps you’re not really serious.” That was a critique that will have resonated widely among those many Israelis, and critics from outside, who have long argued that Israel should limit any settlement building to areas it envisages seeking to retain in a permanent accord.
Kerry seemed to place the blame for the failure to make rapid and major progress in negotiations overwhelmingly on Israel, with no acknowledgment — in his statements as broadcast Thursday — of two intifadas, relentless anti-Israel incitement in the Palestinian territories, the Hamas takeover of Gaza and the constant rocket fire from the Strip. (It is important to note that Channel 2 aired only part of the full interview on Thursday. More is set to air Friday evening.)
In lamenting the IDF’s presence in the West Bank, Kerry positioned himself directly opposite Netanyahu, for whom an ongoing Israeli security presence in the Jordan Valley is a stated crucial condition for an agreement. Perhaps more surprisingly, he showed no evident concern over the danger of a Hamas takeover in the West Bank were the IDF to withdraw, disregarding a widely held concern — borne of the rapid ease with which Hamas swept Abbas’s forces aside in Gaza in 2007 — that the official Palestinian Authority forces alone would not be able to hold sway.
His comments, which indicated an assessment that Israelis are unrealistic about where the region is heading, seemed particularly bitter. “The alternative to getting back to the talks is the potential of chaos. I mean, does Israel want a Third Intifada?” Kerry asked rhetorically, before lashing out at ordinary Israelis. “I know there are people who have grown used to this,” he said, referring to the current relatively peaceful stalemate. “And particularly in Israel. Israel says, ‘Oh, we feel safe today. We have the wall, we’re not in a day-to-day conflict, we’re doing pretty well economically.’ Well, I’ve got news for you,” he said, apparently addressing the Israeli public. “Today’s status quo will not be tomorrow’s or next year’s. Because if we don’t resolve this issue, the Arab world, the Palestinians, neighbors, others, are going to begin again to push in a different way.”
That line of thinking reflects much international conventional wisdom on the Israeli-Palestinian conflict — the assumption that Israel could attain peace with the Palestinians if only it wanted to, but that it just doesn’t want to enough. Many Israelis, Netanyahu most certainly among them, would counter that Israel cannot impose terms on a Palestinian leadership that, among numerous other problematic negotiating positions, still demands a “right of return” that would constitute suicide for the Jewish state. Many Israelis, their prime minister among them, too, would note that Israel is only too aware of how easily the relative calm could deteriorate, and thus are wary of relinquishing territory to a Palestinian leadership that, relatively moderate though it may be, might not be in a position to retain power and honor any accord amid sweeping regional instability. Recently, Fatah used this Facebook page to praise a murderer of two as the "nation's symbol." Now, Fatah has responded to PMW's exposures and to criticism of Fatah by world leaders. Israel claims this is incitement to violence," the administrator wrote. "Panique à Ramallah ! Sitôt en possession des résultats du rapport de l’Institut de radiophysique de Lausanne sur l’analyse toxicologique des restes de Yasser Arafat, sa veuve Souha, née Tawill, les a communiqués à la chaine qatarie Al-Jazira, qui soutient ouvertement le Hamas contre Mahmoud Abbas. Ce rapport, mis dans son intégralité en ligne sur le site d’Al-Jazira, conclut que ses investigations « soutiennent modérément l’hypothèse du polonium comme cause de la mort ». Il fallait que le rapport suisse fasse la Une de la presse mondiale avant que les résultats des deux autres laboratoires, missionnés par l’Autorité palestinienne et la justice française, ne soient rendus publics.
