http://www.haaretz.com/news/diplomacy-defense/g8-leaders-omit-mention-of-1967-borders-in-middle-east-statement-1.364459
"Group of Eight leaders had to soften a statement urging Israel and the Palestinians to return to negotiations because Canada objected to a specific mention of 1967 borders, diplomats said on Friday. Canada's right-leaning Conservative government has adopted a staunchly pro-Israel position in international negotiations since coming to power in 2006, with Prime Minister Stephen Harper saying Canada will back Israel whatever the cost.
Diplomats involved in Middle East discussions at the G8 summit said Canada had insisted that no mention of Israel's pre-1967 borders be made in the leaders' final communique, even though most of the other leaders wanted a mention. "The Canadians were really very adamant, even though Obama expressly referred to 1967 borders in his speech last week," one European diplomat said. [...]
Canada's strong backing for Israel was cited by diplomats last year as one reason why Canada failed to win a rotating two-year seat on the United Nations Security Council. Harper has made is position on Israel very clear, saying last year: "When Israel, the only country in the world whose very existence is under attack, is consistently and conspicuously singled out for condemnation, I believe we are morally obligated to take a stand"."

http://fr.news.yahoo.com/jupp%C3%A9-d%C3%A9p%C3%AAch%C3%A9-pour-relancer-le-processus-isra%C3%A9lo-palestinien-182459409.html

- Mitchell: 'Obama trying to head off trainwreck at UN in September' (Haaretz) - Le résultat des manoeuvres palestiniennes unilatérales à l'ONU selon George Mitchell : "very harmful for Israel, for the United States, and not good for the peace process."
http://www.haaretz.com/news/diplomacy-defense/obama-trying-to-head-off-trainwreck-at-un-in-september-1.364474
"Outgoing U.S. Mideast envoy George Mitchell told Charlie Rose in a PBS interview on Thursday that U.S. President Barack Obama is trying to head off a "train wreck" at the United Nations this September, when the Palestinians plan on bringing the issue of an independent state to the General Assembly. "The United Nations does not have the authority to recognize states," Mitchell said. Recognition of a state, especially if passed by an overwhelming margin at the UN, would be "very harmful for Israel, for the United States, and not good for the peace process."
The United States has consistently expressed the opinion that bringing the issue of a Palestinian state to the UN is harmful to the peace process with Israel. Despite this, several countries, have already granted recognition to an independent Palestinian state of their own accord. In a recent meet with Palestinian President Mahmoud Abbas, German Chancellor Angela Merkel warned against unilateral recognition of a Palestinian state, saying "We do not think that unilateral steps are helpful."
The way the Middle East conflict is going to end, Mitchell said is "by an agreement in which the United States plays an active and substantive role but an agreement that will be owned by, be the property of, and be the result of negotiation by Israelis and Palestinians." [...]"
- White House: Jewish “refugees” right of return should be “on the table”, Josh Rogin (Blog Foreign Policy)
http://thecable.foreignpolicy.com/posts/2011/05/24/white_house_jewish_refugees_right_of_return_should_be_on_the_table
"The right of Jews to return to the Arab and predominantly Muslim countries they fled from or were kicked out of over several decades could be "on the table" as part of the Middle East peace negotiations, according to a senior White House official. Ben Rhodes, the deputy national security advisor for communications and President Barack Obama's chief speechwriter on foreign policy, talked about what's known as the "Jewish right of return" during an off-the-record conference call with Jewish community leaders on May 20, only one day after Obama's major speech on the Middle East. A recording of the call was provided to The Cable.
In response to a question asking why there is a great deal of focus on the Palestinian refugee issue but almost no focus on the Jews who departed Arab lands, Rhodes declared that the Israelis and Palestinians should negotiate on the Jewish right of return to Arab and Muslim countries and that the United States could play in role in mediating that issue. Here's the full exchange:
"While Palestinian refugees have concerns that are understandable and need to be dealt with in the peace process, there was no reference in the president's speech to the approximately one million Jewish refugees that emerged from the same Middle East conflict. I'm talking about Jews from Arab and Muslim countries who were forced out of their homelands where they had lived for centuries," said B'nai B'rith International Director of Legislative Affairs Eric Fusfield. "The international community has never acknowledged their rights and their grievances," Fusfield continued, "[C]an the U.S., as the peace process move forward, play a role in advancing the rights and concerns of these Jewish refugee groups and help ensure that as refugee issues are dealt with... that the focus will not just be on one refugee group but on all refugee groups emerging from the same conflict?"
Rhodes responded: "Certainly the U.S., in our role, is attuned to all the concerns on both sides to include interests among Israel and others in Jewish refugees, so it is something that would come up in the context of negotiations. And certainly, we believe that ultimately the parties themselves should negotiate this. We can introduce ideas, we can introduce parameters for potential negotiation." "We believe those types of issues that you alluded to could certainly be a part of that discussion and put on the table and it's something that we would obviously be involved in."
The issue of refugees can be a confusing one. GOP Presidential candidate Herman Cain said on May 21 that the Palestinian refugees' right of return was "something that should be negotiated." Cain later admitted that he didn't fully understand the issue. [...] Noah Pollak, the executive director of the Emergency Committee for Israel, said that the Jewish right of return is actually not an issue that's part of the peace negotiations, largely due to the fact that a) there are no Jewish refugees, and b) they don't have any desire to claim lands in Arab states. "I would like to congratulate the administration for even-handedness, but in fact there are no Jewish refugees today. That's because the Jews who were expelled from Arab countries have been citizens of Israel for decades, where they live in freedom and prosperity," he said."
- Diplomacy: Netanyahu and ‘The Book of Why’, Herb Keinon (JP) - "when reviewing the major events of Netanyahu’s 2011 Washington trip, it’s instructive to ask one simple question: Why?"
http://www.jpost.com/Features/FrontLines/Article.aspx?id=222437
"When Prime Minister Binyamin Netanyahu fired off an unprecedentedly sharp response to US President Barack Obama’s Middle East speech last Thursday night just two hours before boarding a plane to meet the president, it was clear this prime minister’s five-day trip to the American capital was going to be unlike any other.
And, indeed, it was. From the pre-boarding surprises that included Obama’s reference to a return to the 1967 borders and Netanyahu’s angry reaction, to the astonishing media session after their meeting in which Netanyahu essentially told Obama he was wrong; to Obama’s clarifications at AIPAC and his dig that Netanyahu was misrepresenting what he said; to the overwhelmingly warm reception Netanyahu received in Congress – this trip was exceptional.
And yet it remains full of questions. In the world of diplomacy, things don’t generally just happen. They are thought out, considered, weighed. And they have reasons. As such – when reviewing the major events of Netanyahu’s 2011 Washington trip – it’s instructive to ask one simple question: Why?
- Why did Obama surprise Netanyahu with a speech that clearly stated the 1967 lines as the negotiation baseline?
Of all the “why” questions, this is perhaps the most difficult to answer, especially since sources close to the prime minister had been saying for days prior to the trip that there was close coordination between the White House and the Prime Minister’s Office regarding the substance of both Obama’s speech and Netanyahu’s address to Congress. In the final analysis, there wasn’t. Close coordination would have prevented the unpleasant surprises.
Yet Obama’s speech was full of them: In addition to the 1967 reference, there was also a failure to rule out talks with a PA government that includes Hamas, and an unwillingness to lay down a clear marker on the refugee issue and say – as George W. Bush once did – that the descendants of 1948 Palestinian refugees would return to a Palestinian state, not to Israel.
One reason proffered for the surprise was a White House fear that if the information were shared with the Prime Minister’s Office a number of days, not hours, before the speech’s delivery, then it would have been leaked, triggering a chain of events that would have altered the content of the speech – content that Obama believes in.
According to one senior diplomatic source, the White House views the Israeli-Palestinian conflict through the following prism: Palestinian Authority President Mahmoud Abbas has the will to make peace, but not the power; Netanyahu has the power, but not the will. The presidential tactics, therefore, are informed by that overall assumption. How to give Abbas the power, and Netanyahu the will.
Well, one way to give Abbas the power is not to undercut him in the eyes of his public – which an unequivocal “no” to the refugee issue would have done. Another way is not to completely rule out Hamas, especially when the Hamas-Fatah reconciliation is so popular on the Palestinian street. A third way to give Abbas power is to raise his stature among his people – something that is done by adopting a position he has put forward for months: a return to the 1967 lines, with mutually agreed swaps, as the basis for negotiations.
And how, if you are Obama, do you give Netanyahu the will to make peace? Show him where the US stands; box him into a corner, force his hand. Which is what Obama did. The time to procrastinate is over, Obama seemingly said Thursday night: “I want to see action now” – and then he laid out in what direction he wanted to see the action. This, he thought, would inject some will into a Netanyahu he viewed as recalcitrant.
Since taking office in January 2009, Obama’s policies on Israel seem infused by the assumption – long popular among some Israeli pundits and opposition leaders – that the Israeli public would never tolerate a direct confrontation with a US president, and if it came to that, the public would rally around the president, rather than their prime minister, so as not to risk the vital US-Israel relationship. With that as an assumption, the president had no problem surprising Netanyahu – almost daring the prime minister to take him on. Obama apparently thought, mistakenly, that if Netanyahu did pick a fight, he would lose politically in Israel.
- Why did Netanyahu choose to pick a fight with Obama, issuing an extremely tough response to the president’s Mideast speech?
The speech Obama delivered Thursday night was complex. It is probably fair to state that for most people watching on television or listening on the radio, it did not seem that egregious. The casual listener heard Obama come out against the delegitimization of Israel and the planned PA end-around run to the UN in September seeking recognition; restate his commitment to the country’s security; and acknowledge that the Fatah-Hamas agreement raised “profound and legitimate” questions for Israel.
Sure, the casual listeners also heard the reference to the 1967 lines, with mutual agreed swaps, and that Jerusalem and the refugee issue must be deferred down the line. But, many probably thought, that has all been said many times before. Indeed, one could – after hearing and reading that speech – choose to emphasize either the good or the bad, to find the cup half full or half empty. Netanyahu took a calculated decision to focus on the half-empty part of the cup.
Why? First of all, because he was genuinely angered, as was apparent in a furious phone call he had with US Secretary of State Hillary Clinton after he was informed of what would be placed in the speech. Netanyahu felt ambushed, as he felt during his first visit to the White House in May 2009 when the president sprung on him – unannounced – a demand for a complete settlement freeze.
Second, Netanyahu saw an opportunity to rally political support. As one of his aides put it on the plane to Washington early Friday morning, soon after Netanyahu’s sharp retort, “If I had to give the response a headline, I’d say the prime minister restored national pride.”
Netanyahu went to the US wanting to stand up to the president – feeling that following the pictures last Sunday of hundreds of Palestinians rushing the country’s northern borders, there would be huge public backing for saying clearly to the president that Israel could not return to the 1967 lines or tolerate any wishy-washy language on Hamas or the refugee issue.
Obama, the aide said, simply does not understand the Israeli psyche, and his failure to address the refugees – saying this would be dealt with later – just a few days after refugees rushed the Israeli borders, showed the degree to which he is tone deaf to the Israeli public. Netanyahu, on the other hand, understands the public very well, and crafted his comments to align with the vulnerability much of the country feels. Indeed, a Haaretz poll Thursday showed that Netanyahu’s popularity skyrocketed as a result of the Washington trip.
- Why, after issuing this response, did Netanyahu feel the need to cross swords with Obama when they issued joint statements after their Friday meeting?
According to Israeli sources, the Friday meeting was divided into two parts. The first part was a one-on-one meeting of about 90 minutes, followed by the public statements. The second part was an additional 30- minute talk, followed by a walk on the White House lawn.
According to one version of events, when Obama failed to clarify to the degree Netanyahu thought necessary what he meant about the 1967 lines, Hamas and the refugees, Netanyahu decided to challenge him publicly – saying that his call the night before about a return the 1967 lines would not happen, and reiterating that a return of refugee descendants or talks with Hamas was also nowhere in the cards.
Yet even before that meeting, Netanyahu had made clear during private conversations that his statement following his meeting with the president would be very important – an indication even before the meeting that he was going to publicly challenge Obama over his speech. And indeed, it was extraordinary watching him do so even as Obama was hosting and sitting next to him.
The statement, together with the meeting, had an obvious impact, as Obama then felt compelled to clarify what he meant during his AIPAC speech – clarifications that brought his positions more in line with those of Israel.
- Why did Obama decide to speak before AIPAC, and why did he say what he said?
Obama’s decision to speak at AIPAC three days after delivering a major Middle East address echoed his decision in 2009 to go to Buchenwald after delivering his landmark address to the Arab world in Cairo. A pattern is emerging: Deliver a speech to the world that is difficult to Israeli ears in one forum, and follow up with a speech geared toward American Jews in another, seemingly designed to reduce the fallout. While Obama’s visit to Buchenwald in 2009 resonated with American Jews who were touched by the symbolism of an American president visiting the concentration camp, it did not strike any chord with Israelis. Likewise, in his AIPAC speech, Obama seemed to be trying to pave over, for American Jews, the pot-holes he had created in his Mideast speech.
And of course, a speech to AIPAC makes good political sense. Obama can tell his critics on the Left that he had the “courage” to stand before 10,000 passionate Israel supporters and speak forthrightly about what was needed to forge Middle East peace. But at the same time, he can tell Jewish critics of his Israel policies that he went to AIPAC and explained fully what he meant. To the world, he didn’t call Hamas a terrorist organization; to the Jews, he did. To the world, he didn’t say that settlement blocs would remain inside Israel; to the Jews, he hinted that they would. To the world, he didn’t rule out once and for all any Palestinian refugee return; to the Jews, he stepped closer in that direction.
Obama, for all his bluster during the speech about not taking the easy path and avoiding controversy, knows that he is going to need Jewish support in the next elections: both financial support and the votes. He also knows that with his Israel policy, he risks losing a few percentage points of the 78% of the Jewish vote he garnered in 2008, and that those percentage points, in key battleground states like Florida and Ohio, could be critical in a close presidential race. Or, as Ari Fleischer, former spokesman to president George Bush, said at a panel at the AIPAC conference, if Obama wins over the Jews 4:1, as he did last time, he wins the next election; if he only takes the Jews 3:1, he’s in trouble. Obama went to AIPAC and made his policy clarifications with those considerations obviously in mind.
- Why was Netanyahu’s speech to Congress important, especially since he did not chart any radically new course?
While Netanyahu’s speech Tuesday did not detail a new Israeli program, it did set down basic markers that are not irrelevant. Or, as Netanyahu himself said in private conversations, what he was trying to do was pound some policy stakes into the ground that would not be moved by the swirling winds in the region. And those stakes are: No return to 1967, no refugees, no Hamas, and the absolute necessity of the Palestinians recognizing Israel as the nation-state of the Jewish people.
Yet there were some other elements of the speech that deserve notice. The first is that Netanyahu signaled flexibility – that he said he was willing to be “generous” if the Palestinians uttered six key words: “We will accept a Jewish state.”
Second, it is important to notice that Netanyahu never speaks of dismantling, destroying or uprooting settlements. Instead, as he said to Congress, “in any real peace agreement, in any peace agreement that ends the conflict, some settlements will end up beyond Israel’s borders.” Close aides to Netanyahu have said in the past that if a million Arabs live in Israel, there is no reason in the world why a Palestinian state must be cleansed of all Jews.
Third, when talking about a future Palestinian state – saying that Israel will be generous about the size but firm on where the border is put so the lines are defensible – Netanyahu never used the word “contiguity.” This was not an oversight, and it is not clear how exactly he envisions a link between the West Bank and Gaza.
And fourth, he indicated – for the first time publicly – some wiggle room on Jerusalem, saying that while it “must remain the united capital of Israel,” he also believed that “with creativity and with goodwill a solution can be found.”
Although these points are significant, they don’t give the speech its importance. That comes from the reception the address received. That Israel’s prime minister received a rock-star ovation from both sides of the aisle of both houses of Congress sends an important message of support to both friend and foe alike.
Netanyahu knows this, and he knew it before walking into the House chamber. He knew the symbolic value of a speech by a foreign leader to a joint meeting of Congress, something that only happens about four times a year. He knew that he had the rhetorical abilities to get the congressmen on their feet repeatedly. He knew that the speech, and its reception, would fill many of his countrymen – and Jews around the world – with pride, and would boost his popularity at home. And even if he knew Obama was probably not applauding either the content of the speech, or the fact that he went to Congress to deliver it, he gambled that in the long run, both he and the country would gain more by – in his mind – “speaking truth to power”."

- Guardian highlights ‘Global Peace Index’ 2011; Israel ranked 145/153 (Just Journalism) - "One of the most striking features of the Global Peace Index is the rating given to Israel in the category of ‘Disrespect for human rights’. Israel is given a 5/5 – the worst possible rating – alongside countries such as North Korea".
http://justjournalism.com/the-wire/guardian-highlights-%E2%80%98global-peace-index%E2%80%99-2011-israel-ranked-145153/
"Yesterday The Guardian’s Datablog published the results of the Global Peace Index, which ranks the ‘calm’ and ‘peacefulness’ of 153 countries across the world. The index takes into account a broad array of factors, including crime rates, internal and external relations and conflicts, arms sales, military size, democratic indices and social indicators. In the overall ranking of countries Israel – not including the Palestinian territories – ranks 145 out of 153, its lowest ever rating. [...]
The Guardian makes it clear that the 2011 Global Peace Index takes into account events during the Arab Spring, as it ‘sees dramatic falls in middle east countries after the Arab spring’. However, several key Arab states that have typified the last several months of regional unrest, seeing mass demonstrations and thousands of deaths, continue to rank far above Israel on the peace scale.
Egypt, which this year saw hundreds of thousands of people take to the streets of Cairo to bring down their government, witnessed pitched battles in Tahrir Square and which saw over 800 civilians deaths in the uprising, is ranked 73rd of 153 countries. Libya, which has been in the throes of a full civil war for the last two months, still ranks two above Israel on the peace index.
Syria, with nearly 1,000 deaths reported during the repression of protests there since March, and with reports of mass graves found outside the city of Deraa and the apparent mass execution of soldiers who refused to fire on civilians, ranks 29 places above Israel.
Israel even ranks seven places below Yemen in the index, regardless of the fact that even before the recent uprising Yemen was considered one of the least stable countries in the world, with The Guardian’s Brian Whitaker asking back in 2009 whether Yemen was about to become a fully ‘failed state’. Interestingly, that year Yemen ranked 22 places above Israel on the index, an even bigger margin than today.
Analysing the Global Peace Index in greater detail is also highly illustrative. Israel scores well on indices indicating the state of its democracy, with its ‘Electoral process’ scoring 8.75/10, ‘Political participation’ scoring 8.33/10 and with a ‘Political Democracy Index’ of 7.48/10. This compares to countries such as Saudi Arabia, which scored 0/10 for Electoral process, 1.11/10 for Political participation and 1.84/10 on the Political Democracy Index. However, regardless of these positive characteristics of the Israeli state, it still stands 44 places below Saudi Arabia in the overall ranking.
One of the most striking features of the Global Peace Index is the rating given to Israel in the category of ‘Disrespect for human rights’. Israel is given a 5/5 – the worst possible rating – alongside countries such as North Korea. Iran, which has killed between 4,000 and 6,000 people for their sexual preference since 1979, gets a 4/5 disrespect for human rights rating. Saudi Arabia, which arrests women who drive, also received a better rating (4/5) than Israel in the same category. [...]"
- The Scottish disgrace, Giulio Meotti (Ynet) - "the Scottish decision marks the first time that a European region has been officially cleansed of the presence of Israeli books".
http://www.ynet.co.il/english/articles/0,7340,L-4074612,00.html
"Europe has a shameful history of burning of Jewish books. The first event in the Western world was ordered by Pope Gregory IX, who in 1239 consigned the Talmud to the flames. In Toulouse, the Catholic Inquisition burned the books of Rashi in 1319. In Venice 1,000 copies of the Talmud were destroyed in the fire. Throughout the German spring of 1933, students, professors and librarians worked on a list of “degenerate” Jewish books. The list included Stefan Zweig, Erich Maria Remarque, Thomas Mann and Heinrich Heine, whose conversion to Christianity didn’t wipe off the stain of the Jew. In the largest event outside Berlin, 18,000 Jewish books were destroyed.
The orgiastic hatred against Israeli intellectualism has recently raised its ugly head in the placid Scotland, in the
form of banning Israeli books from public libraries. A provincial council near Glasgow, West Dunbartonshire, where the trade union has already pursued a policy of boycotting Israel, will ban Israeli books from local libraries. A spokesman for West Dunbartonshire says that the ban will “only” affect books printed in Israel. Ten more Scottish councils may join the boycott next. [...]
The process of Israel’s de-legitimization, which began with the Soviets’ pathological assault on its legitimacy, has penetrated mainstream media and intellectual circles. The British
Guardian ran an editorial titled
“Israel Has No Right to Exist.” Last week, acclaimed Danish director Lars von Trier defined Israel
“a pain in the ass.” However, the Scottish decision marks the first time that a European region has been officially cleansed of the presence of Israeli books. Book burning and banning is aiming to cut off cultural transmission from generation to generation. Anyone familiar with the history of books under the Holocaust can easily understand how abominable is Scottish decision is. The
judenrein libraries in Scotland are a new example of Heinrich Heine’s dictum that
“where they burn books, in the end it is men that they will burn.” [...]"

- WW2 Britain Blew Up Jewish Refugee Ships, Andrew Roberts (Historian, fellow of the Royal Society of Literature and the Royal Society of Arts) - "blowing up one ship and damaging two more vessels of a genuinely humanitarian flotilla that was trying to bring Jewish survivors of the Nazi death camps to their people’s ancient homeland".
http://www.thedailybeast.com/blogs-and-stories/2010-09-19/mi6-attacked-jewish-refugee-ships-after-wwii/?cid=tag:all1#
"As Jewish survivors of the Holocaust, the pitiful remnants of History’s greatest crime, tried to make their way across an often hostile Europe at the end of the Second World War, toward at least a semblance of safety in the Holy Land, they had no shortage of problems with which to contend, including disease and malnutrition, Polish anti-Semitism, Soviet indifference, Allied bureaucracy, and Arab nationalism. Now we discover that they faced yet another peril in the shape of bombs planted on their transport ships by Britain’s Secret Intelligence Service, better known as MI6.
A new book to be published next week entitled MI6: The History of the Secret Intelligence Service 1909-1949, by the distinguished British historian Keith Jeffery, reveals the existence of Operation Embarrass, a plan to try to prevent Jews getting into Palestine in 1946-'48 using disinformation and propaganda but also explosive devices placed on ships. Nor is this some speculative spy story that can be denied by the authorities: Dr. Jeffrey’s book is actually, in their own words: “Published with the permission of The Secret Intelligence Service and the Controller of Her Majesty’s Stationery Office.”
When on June 1 this year the British government denounced as “completely unacceptable” the way that the Israelis landed troops on the Turkish flotilla to Gaza we did not know that its predecessor had done much the same, actually blowing up one ship and damaging two more vessels of a genuinely humanitarian flotilla that was trying to bring Jewish survivors of the Nazi death camps to their people’s ancient homeland.
Of course the hostility of the British establishment toward Jewish immigration into Palestine since long before the notorious 1939 White Paper on the subject is well-known—even King George VI wrote that year to say that he was “glad to think that steps are being taken to prevent these people leaving their country of origin”—nonetheless this is the first indication of the violent lengths to which post-war Britain was willing to go in order to appease the oil-rich Arab states of the region. For it now emerges that in late 1946 the Labour government of Clement Attlee asked MI6 for “proposals for action to deter ships masters and crews from engaging in illegal Jewish immigration and traffic,” adding, “Action of the nature contemplated is, in fact, a form of intimidation and intimidation is only likely to be effective if some members of the group of people to be intimidated actually suffer unpleasant consequences.” Among the options contemplated were “the discovery of some sabotage device, which had ‘failed’ to function after the sailing of a ship,” “tampering with a ship’s fresh water supplies or the crew’s food,” and “fire on board ship in port.” Sir Stewart Menzies, the chief of the SIS, suggested these could be blamed on an invented Arab terrorist group called The Defenders of Arab Palestine.
Operation Embarrass was therefore launched after a meeting held on February 14, 1947 between officials from MI6, the armed services, the Colonial Office and the Foreign Office, the last represented by William Hayter, the head of Foreign Office Services Liaison Department, a high-flier who later became ambassador to Moscow. I knew Sir William Hayter in later life, but needless to say he never breathed a word about this operation. In his defense, it must be said that Hayter did order MI6 to ensure that arson “must be arranged, if at all, when the ship is empty.”
The Operation Embarrass team was told that “the primary consideration was to be that no proof could ever be established between positive action against this traffic and His Majesty’s Government [HMG].” A special communications network, codenamed Ocean, was set up with a budget of £30,000 ($47,000), a great deal of money in 1947. The operation had three aspects: direct action against refugee ships, a “black” propaganda campaign, and a deception scheme to disrupt immigration from Black Sea ports. A team of former Special Operations Executive agents—with the cover story of a yachting trip—was sent to France and Italy with limpet bombs and timers. If captured, “they were under no circumstances to admit their connection with HMG” but instead claim to have been recruited in New York “by an anti-Communist organization formed by a group of international industrialists, mainly in the oil and aircraft industries,” i.e. to lay the blame on rich, right-wing, unnamed Americans. They were told that this cover “was their final line of defense and, even in the event of a prison sentence, no help could be expected from HMG.”
During the summer of 1947 and early 1948, five attacks were undertaken on ships in Italian ports, of which one was rendered “a total loss” and two others were damaged. Two other British-made limpet mines were discovered before they went off, but the Italian authorities did not find their country of origin suspicious, “as the Arabs would of course be using British stores.” Operation Embarrass even considered blowing up the Baltimore steamship President Warfield when in harbor in France, which later became famous in Israeli history as the “Exodus” ship that “launched a nation.”
The country that ought to be embarrassed by Operation Embarrass—indeed shamed—is Great Britain, which used explosives to try to stop truly humanitarian flotillas after the Holocaust, but now condemns embattled Israel for halting entirely politically inspired flotillas to Gaza despite her rights of legitimate self-defense. The depth of the animosity that Establishment Britain, especially the Foreign Office, felt toward the Jews of Palestine clearly went even further than we had ever imagined, and even 70 years later is by no means extinguished."

http://www.crif.org/index.php?page=articles_display/detail&aid=25014&artyd=70
